Cook the pasta according to package instructions until al dente. Drain and set aside.
In a large saucepan, melt butter over medium heat. Whisk in the flour and cook for about 1 minute to form a roux.
Gradually whisk in evaporated milk and heavy cream. Stir in Dijon mustard, garlic powder, smoked paprika, salt, and pepper.
