Method
 

Preparation
  1. Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a medium bowl, whisk together the flour, baking powder, baking soda, and salt.
Mixing
  1. In a large bowl, cream the softened butter and granulated sugar until light and fluffy, about 3 minutes.
  2. Add eggs one at a time, mixing well after each addition. Then, mix in the vanilla extract and lemon zest if using.
  3. Alternately incorporate the flour mixture and milk into the butter mixture, starting and ending with flour.
Baking
  1. Divide the batter evenly between the prepared pans. Bake for 30–35 minutes or until a toothpick comes out clean.
  2. Cool the cakes in their pans for 10 minutes, then invert them onto a wire rack to cool completely.
Frosting
  1. Beat the softened butter until smooth. Gradually add the sifted powdered sugar, then milk and vanilla extract, beating until light and fluffy.
  2. Divide the frosting into bowls and tint each with food coloring.
Assembly
  1. Place one cooled cake layer on a serving plate and spread a layer of colored frosting on top.
  2. Top with the second cake layer, then frost the entire cake with a base color.
  3. Use the remaining colored frosting to pipe playful designs and adorn with sprinkles, candy eyes, marshmallows, and other toppings.
